It means someone who spends a lot of their time at the beach, usually lounging around and getting a tan.

A: Do you wanna go to Shibukawa Beach this Sunday?
B: Aren't you tired? You're such a beach bum!
A: It can't be helped.

In this conversation, speaker A is asking speaker B if she/he wants to go to the beach. Speaker B declined and commented that speaker A really loves going to the beach.
