Wonderful saying used when dealing with stubborn people. The idea is that you can help a person, provide them with all the resources to help but if they are unwilling to help themselves, nothing will change. Improvements must be voluntary and it is as difficult forcing a person to get help as it is forcing a horse to drink water when it doesn't want water.
